Delivery boundaries

No daily-email promise and no empty weekly digest. The first run establishes a baseline rather than replaying old records. The current feed is a capped sample, not complete market coverage. Source delays may pause normal digests and will be disclosed in the monthly status note. Paid source-use review remains required; this plan excludes contact exports and automated outreach.

Is the allowable contract date the bid response deadline?

Do not treat them as the same date. Read the official Form 470 and any RFP for response deadlines, requirements and vendor eligibility.

Does payment guarantee a weekly email?

No. We send a weekly digest only when qualifying changes pass the evidence checks. If evidence is incomplete, the change email is held; the monthly note explains monitoring status.
